Austria Prepares to Liberalize Its Online Casino Market and to End Its Gambling Monopoly

(Vienna).- Austria is on the verge of a major gambling reform, with plans to end the state monopoly on online casinos by late 2025. While the final decision has yet to be confirmed, momentum is building for a shift that would open the market to private operators under a new regulatory framework.

Transition from Monopoly to a Competitive Market

The long-standing monopoly held by Casinos Austria is expected to give way to a more open, competitive system. Austria’s key political parties — the ÖVP, SPÖ, and Neos — are currently fine-tuning the details of this liberalization effort. The goal is to foster fair competition, modernize regulation, and strengthen the country’s licensed gambling sector.

The Austrian Association for Betting and Gambling (OVWG), which represents major international operators such as bet365, LeoVegas, Entain, and Merkur, has expressed strong interest in entering the reformed market. These companies are preparing to apply for licenses as soon as the legal framework allows.

Economic Impact and Revenue Potential

Allowing private online casino operators could deliver substantial economic benefits for Austria. According to OVWG estimates, tax revenues could reach EUR 1.4 billion by 2031, exceeding the current income generated by state-run casinos.

Market competitiveness will depend on how many licenses are granted. The OVWG suggests that issuing around 30 licenses could establish a balanced, regulated environment capable of attracting players away from unlicensed offshore sites.

Opportunities for Established Sports Betting Operators

Companies like Bwin and Tipco, which already operate in Austria’s regulated sports betting market, are well positioned to expand into online casino gaming once the new legislation takes effect. However, the precise rollout schedule for non-state-controlled licenses remains to be determined.

Aligning with Global Regulatory Trends

Austria’s move reflects a growing international trend toward dismantling gambling monopolies in favor of transparent, competitive, and well-regulated markets. The upcoming reform aims to protect players, ensure fair taxation, and curb unregulated offshore gambling — marking a significant step forward for Austria’s digital gaming landscape.
